Bryan Blackmore didn't just serve in uniform. He served as an Attorney at the Board of Veterans' Appeals, the very body that decides veterans' claims on appeal. He drafted BVA decisions. He worked directly with Veterans Law Judges. That experience now works entirely in your favor.

A 1998 graduate of the U.S. Coast Guard Academy and holder of a J.D. with honors from Florida State University College of Law, Bryan was one of a handful of Coast Guard JAGs to serve in Operation Iraqi Freedom, deploying to Baghdad in support of Task Force 134.

back pain spine ratings

Your Back Is One Rating. The Pain Running Down Your Leg Is Supposed to Be Another.

VA rates the spine on forward flexion under the General Rating Formula at 38 C.F.R. § 4.71a, and that number stops at 40 percent without ankylosis. Radiculopathy is a separate rating under the nerve codes, and when it affects both legs the bilateral factor applies.

Tinnitus Pays 10 Percent. The Rule That Would End That Has Been Pending Four Years.

Tinnitus is rated at a flat 10 percent under 38 C.F.R. § 4.87, Diagnostic Code 6260, and that is the ceiling. VA proposed deleting the code in 2022 and has never finalized it. Hearing loss is rated separately, by a table, and a normal audiogram at separation does not defeat the claim.

The 2027 Increase Is 3.6 Percent. Your Back Pay Will Not Be Paid at That Rate.

The 2027 VA cost-of-living adjustment is 3.6 percent, effective December 1, 2026. It does not change your rating, and retroactive awards are paid at the rate in effect for each past month rather than the current one.
